The background check is automatic for any paid Rover adult members.  For your volunteers any background check should be fine, however the $20 Rover application/background check cost is hard to beat. 

It is recommended to go to a Brownsea Training Camp within one year of starting any age section.  However, since you do not have a group nearby to help you do one then it is common to go ahead and start a group.  You can go to a Brownsea Training Camp later.  In the meantime gain experience such as going camping without kids to practice, reading the Ning Basecamp discussions concerning the section you are interested in (Otter, Timberwolf, Pathfinder), and messaging others frequently. Of the groups that are near-ish to you I would contact Will Adamson of the 80th Overmountain as he has a lot of scouting experience and young scouts in his group.  If you want to travel, keep an eye out on Ning Base Camp as there are BTC's often in the Fall and Spring.  Go to the ones with the most members to get the most conversations going.
