I am very new to the BPSA and I am still learning the ins and outs.  I do wonder, why do the TWs and the PFs both have grey colored shirts?  I totally understand not wearing tan and dark blue but both groups in grey?  How about a brown?  Or even a different color green?  The grey for TWs makes sense.

they might both be gray, but they are completely different shirts.

I know.  I also know that when you have a large group of people that are together and they all have the same color shirt on that it is hard to tell them apart.  I also know that the hats would also make it easier as they wear different hats.  But they do not always wear hats on outings.  The main thing for me is not the similar colors with in the scout group but when in public.  The public do not know our uniforms yet.  They see two shirts that are the same colors, they will not know the difference.  The pictures show a very different shade of grey but scout groups do not have to buy from the quartermaster.  I also want to point out that this is more of a curiosity than any real concern.  Wondering the reasoning behind the color choice.

OK, so if I understand it right, we can choose dark blue, kacki, grey, or green?  However, due to the established use of kacki and dark blue by the BSA, we are discouraged from using those colors but not prohibited.  Is this fair to say?  It also seems that the rovers green and the pathfinder grey are different mainly to distinguish between the two.

So essentially what makes the sections different is the color and/or style of shirt.  And the hat.  Side point, the PO&R doesn't mention berets. I am assuming that comes fro the Girl Guides?  So we could use the green safari shirts for both pathfinders and rovers?  Or is this something that should be a BPSA wide thing for uniformity?
